Konpozer comes with a lot of options to do almost anything possible in HTML. You can configure a website so it'll automatically update the changes in one of the files to all os the pages depending on it. This freeware comes from the W3C website, which responsable for the standards of HTML code. Based on that fact, I could only guess that the HTML code that this program generate is the most accurate and accessible. Link to a free download of the software:
